Keystone Mercy Health Plan’s Healthy Hoops Program Recognized By NCQA For Health Care Innovation

Washington – Keystone Mercy Health Plan has been awarded the prestigious “Recognizing Innovation in Multicultural Health Care Award” by the National Committee for Quality Assurance (NCQA) for its efforts to reach across cultural divides and provide enrollees in Philadelphia with culturally and linguistically appropriate services. 

Developed by Keystone Mercy and the Healthy Hoops Coalition, Healthy Hoops is an innovative community-based program designed to teach children with asthma and their families how to properly take their medication and manage their asthma, the most common chronic illness among children in the United States. The program uses basketball as a platform to teach the importance of regular exercise and nutrition in maintaining a healthy lifestyle.

“Keystone Mercy has created a model for plans nationwide to follow on how to bridge language and cultural gaps that so easily get in the way of quality health care,” said NCQA President Peggy O’Kane.

“The Healthy Hoops Program is an innovative solution that tackles the very real issue of health care disparities among racial and ethnic minorities. ”

Through participation in the program, which started in 2003, Healthy Hoops has reduced emergency room visits and hospitalizations, decreased nocturnal awakenings, increased preventive medication use and improved overall quality of life for children with asthma.  “If it wasn’t for Keystone Mercy and the Healthy Hoops Program, my daughter wouldn’t be here right now,” said the mother of a Healthy Hoops participant.

“The success of the Healthy Hoops Program is due to the unique and collaborative efforts of the Healthy Hoops Coalition,” said Anne Morrissey, Senior Vice President and General Manager, Pennsylvania Managed Care, Keystone Mercy. "The goal of Healthy Hoops is to continue to grow and reach more children and families, even nationally, so we can help them manage asthma and live healthier lives.”

According to the acclaimed 2002 Institute of Medicine study, Unequal Treatment: Confronting Racial and Ethnic Disparities in Health Care, minorities in the U.S. tend to get lower quality health care than whites, even when such factors as medical conditions, insurance and economic status are equivalent.

“Right now, there are large segments of the patient population whose information needs are not being met,” said O’Kane. “These plans have taken the lead in customizing their delivery systems to ensure that alltheir members are getting the highest-quality care possible.”

The award arose from projects conducted by NCQA— with major funding from The California Endowment and support from the Centers for Medicare & Medicaid Services — to investigate the feasibility for health plans to provide culturally and linguistically appropriate care and to monitor health care disparities using clinical quality data.
